God has commanded Moses to lead the people of Israel out of Egypt. However, Pharaoh does not comply with such a demand. Pharaoh's uncooperative mind is partly the work of God which is mentioned many times throughout the whole discourse (Ex 7:3-4).

The plagues are not meant to be disasters in themselves as to be "signs and marvels" given by God to answer Pharaoh's taunt that he does not know Yahweh. Since the plagues hit not only Pharaoh but also the Egyptian pantheon, it proves that the only powerful, or even real, God is Yahweh. This fact is unfortunately proven for the people of Egypt in a drastic way since they are not able to accept this at the start.
